I can't find it in any dictionaries and looking at the picture on the card I just can't figure it out.
Could anyone describe what function a Rural Relay serves?

My guess is something like a countryside inn for travelers and their horses to rest.

Actually I tried the group chat out in action now, and it shuts down whenever I enter a game. Persists through all other links, but not when starting a game.

I'm not sure, but I think the rules say they are in your hand but also explicitly mentions them not counting towards your hand limit.

I can only find one string for "tablet" and it's been translated for days, but whenever I see someone getting it the log says "tablet" instead of the translation.
