It isn't completely private. If you go look at your rating immediately following a game, you can see if the player rated you. I was very confused as to how I was getting any thumbs down and started this practice. I found it has been exclusive to bad losers in the game Can't Stop.

I won't be playing Can't Stop anymore due to the new habit I am seeing. Every time a player loses a game, they mark you thumbs down. This has happened to me 4 times an only with that game.
