I used to think PGA was broken, but I've found it beatable (unless paired with the aforementioned developers). Yes, I am the old Season1,2,3 champion of RFTG back when it had more expansions. Yes, all phases that are selected are shared by both players, you just don't get the bonus (i.e. -1 cost for choosing development, draw 1 extra card after settle, etc).
