Thanks everyone, the clarification that the rules state that your code HAS TO pass all the verifiers answers the question - given that's the goal I understand why it would be an illegal setup. I disagree that in my example multiple answers were possible or that the all negative verifier wasn't point...

Are there any setups by the Turing Machine manufacturer that we know of that use the fact that a verifier is required to complete the code BUT the verifier also does not ever produce a true for the given code? Strongly agree - it's a crucial element of the game when playing to remember what was played previously. It's practically the same as having people play with their takings face up - ruins central elements of the game

How to request variant mash-ups?

When I was growing up in veneto we used to play with Re Bello and Scopa Piglia Tutto. Is it possible to request for either multiple (non-conflicting) variations to be selected or to have this specific variant added?
