It's a specific case. Your opponent has the Genghis Khan leader, which disables Tactics cards in favor of its own ability.
That may be, but ELO changes are intended as a result of expectation vs. reality. If you ELO is higher, you are expected to win, not tie for win, thus if you do anything other than win, you lose ELO points to reflect the change in skill estimation.
