Is there a reason why the Stonemason (build 2 structures for 8) was set up so you can't build cellars?

On BGG the consensus is that you can.

Thanks for the update. I really enjoyed Coloretto (and ended up buying it because of this site). I am disappointed that it had to be suspended, but I understand why. Hopefully it'll return.
