I decided to move on despite the UNDO bug so no need to fix my table for that. However next turn I managed to conquer USSR and there seems to be another bug on this phase: I can only rapatriate units in occupied USSR in cities or one hex around cities , which is 1) not in the rule 2) not the behavio...
