Your memory is correct. The Alpha Forum is publicly visible even to non-reviewers and has been for years. I know because I only very recently became a reviewer, but before that I'd always check every now and then in this forum to see if anything interesting had popped up as an Alpha Game.

I don't think there should be a penalty for this. The auto-pass feature does not appear to work. I set it to 'Auto-pass if Ron is unavailable' and it did not auto-pass even though it's the start of the game and I am not in Tenpai.
