Figured it out. You must be in the midst of needing to pay for it to work. Wish this was a bit clearer in the interface

In the rules, under Emergency Supplies, it says that a ship can be moved to port for three resources. Under optional actions, moving a ship to port only provides bread. How do you use emergency supplies?

The pathologist is broken (way too powerful) in games with variants that make multiple patient deaths highly probably. There should be an option in all games to exclude pathologist.
