I think BGA should be a place for GOOD games, or at the very least, somewhat playable games. A game implementation where the optimal strategy is stalling is not fun for anyone, clogs up the search results, and makes it harder for new players who join BGA and are looking for an actually fun game. This is implemented extremely badly.
It even got the timer bug that doesn't give time on turn end - an absolute NO for any beta game to be released(it can't be caught in alpha)

this is pretty much unplayable in real-time
never seen a game without everyone being on timeout - on SLOW.
(the corresponding bug reports were closed without fix)

There is no obligation to fulfill that rule during your opponent's turns, however(e.g.you may retreat during their turn even if this would cause Home defense to be no longer fulfilled)

4 players is ok. Initially Sheriff + Renegade vs two outlaws. Roles are pretty clear fast. But at least everyone has chances. 5 players is terrible.
