Could there be an option where the choice of cards offered (I, II, III) is the same for all players? This would give everyone exactly the same chances, and only their strategy would determine the winner. Indeed, the type of card offered strongly influences the outcome of the game.

Would it be possible to play two games per match (one for the pact, one for the allies) and then add up the victory points (as in Memoir 44)?
