It's frustrating, but it's nothing to report since it's within the rules. There are no grounds for reporting bad sportsmanship that doesn't rise to the level of violating the terms of service. I am struggling to understand why the first Grow action, gain Strength-1 workers, is not available to me when I play a Strength-3 worker there.
