When the game was being developed on BGA, at least for a little while, the game would automatically advance a player if they had no legal move, and did not have enough money to buy any of the three pieces available to them. At some point that went away, not sure why. I would love for that feature to...

I just feel like the penalty should be more severe so intentionally starving your people isn't a valid strategy. Seems contrary to the spirit of the game/theme. No tribe ever thinks the best way for their tribe to thrive is to starve everybody.
