Not a bug. There were Nazguls in Mordor, triggering the search everytime you move. You just didn't notice them. In move 211, Frodo moved to Barad-dur, search triggered but avoided by stealth. Then moving to Mount Doom, another search triggered (Move 225), avoided by stealth. And you didn't lose the ...
