In a two player game like this, causing the other player to lose points (or miss out on gaining) is mathematically as good as gaining points of your own. Always play to win.

Which player's turn is it? I would probably take the 2 reds from the red/blue/yellow which would likely cause either both player or neither player to finish their row of 5 this round.

Seems like better rules for this would be 1) You can only play in one tournament. If there is no way to limit this, then make it a requirement to win- that you will check to make sure the winner hasn't played in multiple. 2) You can only win for the region you will be flying out of, so don't bother ...

Are we allowed to play in more than one? Are we only allowed to play for our own region? Looked at NA and the top three players currently registered are all not from NA.
