When I'm trying to take a Develop action with a discount (like -2), it doesn't seem to be giving the discount? If I play the tile with the green -2, but then I try to take a Develop tile with red -2 cost slot, it still costs 2. Am I not understanding something? Thanks! EDIT - Nevermind - I see now t...
