Don't autokick everyone when one player declines to start

It is super frustrating to get a table going on BGA. When I have a group of five people and one of them declines, it kicks *all* of us. Why? Just kick the player that declined, and let the rest of us try to find a replacement. This is a huge frustration and just a bizarre default behavior.
