This is legal, because Axis unit has no zoc in Restricted USSR area. So soviets tank can retreat. This is weird, but this is how the system works.

I have some thoughts too. France 40 is good to start adventure with this game. Especially playing as Germany. Poland, Scandinavia and Balkans are only for self play, maybe one or two times.
