It does look like it uses the AGA pass stones to even up the number of stones played. Using AGA rules, white must pass last, and each pass gives the opponent 1 point. Since this is implementing AGA rules, komi should be 7.5 for 19x19. Given that white wins ties, selecting Big Komi should do it. It does seem like that should be the case for arena games also.
