It appears that the issue was that you cannot stack the 2nd industry. That was the only logical conclusion I could come up with.

OK, help me out here. I select moving forward on the St. Petersburg line, give me an advantage, take the card/end game that gives me 4 actions (industry, 2x, black rail, 1 repeat of my choice). It supposedly puts the 2x out automatically, then I advance the industry and the black rail on St. Petersb...

BGA says 5 when you search for 5 player games. Rules PDF says max 4. Which is it?
