How does the politician bonus hex work on Vastitas Borealis without the Turmoil expansion implemented?

Is it just decoration?

My humble suggestion is that the Application Loading bar be rendered after/below the games in progress bar.

I can't count the times I've tried clicking the games in progress button, only to select the top news article when the rest of the page moves up half an inch.

Would looking through BGA source files be a good starting point, or would you recommend another method/link another tutorial?
