Looks like the current implementation allows the player to place the fairy/meeple before the dragon has moved. This doesn't seem to align with the rules where the dragon moves first: -1. place tile -1a. dragon moves (if dragon tile in step 1) -2. place follower / move fairy / pull abbot / score acro...
