The current settings in arena allow for 9 seconds per card, albeit with a 90-120 second buffer; so your suggestion would slow games down. You wasted more than 9 seconds to say something that is not relevant to the topic and just out of the blue. The time for fast is 1:24. The time for slow is 2:03....

THat's not true. You get 9 seconds per move. 9 seconds gets added per turn. But the turn timer can go as high as 1:27, so for a key play, someone could review much of the hand history in the game log.
