I have reported a player who has 4 accounts and play them in arena. How long does it take until investigation is finished usually? My problem is, I'm still in 2+ of those arena games and they usually take time and I'm 2vs1 and it's really not fun to play them to the end.

I guess you are talking about async games: No problem for me at all! Like previous poster mentioned. Do you have specific settings which prevent finding games? Checkout out "Game Speed", also activate advanced option below and check "Player's level". Maybe you set something which...

I don't want to open a bug report for a vague suspicion: Did any of you first-time check Anti Aircraft and it was actually Active? I played a lot of games and whenever I first-check it, it's always deactivated. At least the message says so.

There is absolute no reason to not play now. When you plan playing arena/tournaments it's even better because you need the 100 ELO.
