I organize real-time tournaments and this way I am sure I would be able to spot who is not going to be there or double check he/she will.

Carcassonne game ending in a tie, in a tournament

Happened twice in the same tournament and in one case the highest ELO player passed the round, in the other case was the lowest ELO player to pass the round.

is it just random? Or based on the previous games? How can this be viewed?
