From the beginning probably? Dramatic reversal happens at the end, but hail mary strategy was embarked upon much earlier.

The first arc as whole feels very experimental and unbalanced compared to later Alien Artifacts and Xeno Invasion. I'd just avoid it. To some extent, yes, but not totally. It's rare that an all-out produce consume strategy is the best way to go, but it can be effective as a hybrid strategy (in combination with e.g. early settle spam).
