They do not count under these rules because they are not active (but conquered) and not friendly.
They must be both for the Political Success range to apply.

The oddest consequence is that i can now mobilize a USSR unit in Kishinev and effectively surround the Axis units.

The table number is: 262066907 and the game move was maybe 1613 (how can i be sure?) It was with ROM3 moving in 2939 then 2837, starting from 3242 i believe. Haspelhofen, I see you showed an image from the 1st edition of the Playbook, which is no more up to date.

For what concerns the BGA set-up of this scenario, i saw both GER 18 and the 5 Luf present in hex 2619.
