Winter tile scoring

We played it first time and thought that at the end of the game we could score when putting our items to other player winter tiles. Ofcause I was little confused why to bid on winter tiles if u can use these anyway...but as it comes out only owner gets the points, which makes it more clear....well here comes the reason why I write...I would consider it as a BUG, when the game lets You place Your items to other player winter tiles, so that he/she would score instead of you. It should not be allowed by the game at all.
