I'm a game designer. I have a game that would be incredible in BGA's library. How does one move forward to that goal?

a) It depends if game is published or not, if not you can give bga permission to online publishing, if
it was published publisher have to grant permission (via email). But releasing unpublished games (proptotypes) is generally not recommended here.
b) If you want to actually get it done, either you find a developer, or develop yourself. If you are not a software developer for simpler games
they have a tool called sandbox, which would allow you to developer a game without any software development skills. To find a developer posting here is fine but you need to provide a description or incentive to get somebody interested.
