Questions: What are the trigger to get achievements TOP X ELO?

Hi,

some player got the achievements TOP 20 ELO, TOP 10 ELO etc. for Homesteaders. Other players which are at the moment ranked in the top 10 did not get these achievements. What are the trigger to get these achievements? Do you have to sustain at this level to a certain date or so?
