Questions regarding two BGA rules

Two of the rules of BGA:
"Kingmaking: enabling another player to win on purpose while there is a better move to make for yourself."
My comment: Well... bad play can look like kingmaking? It can be hard to "prove" this?

"Creating multiple accounts and playing against oneself."
My question: Playing with multiple accounts on the site is illegal in general? I understand some are doing this. At least it can be bad for rating lists if a master player flood the top 3.

Playing against yourself should be ok when ELO is off.
Doing so may be useful to learn a game or test a new strategy.

Yes, it can, and yes it is. It can also sometimes be difficult to get people to realize that bad play could be at work. Or even a miss-click. I don't think this rule is strongly enforced simply for that reason - hard to prove.
