What exactly are player levels?

In the advance settings there are options to restrict games by "level." I can't find a definition of that anywhere. Is it Beginner, Average, Good, Strong? And does mean <100, 100-199, 200-299, 300+ ? Are there higher levels? Is there a glossary somewhere defining BGA terminology? Love the site! Thanks.

Alos,the level classes should be 100-width range each beginning to Average, in accordance of Elo meaning...
It would be good to have [300 - 399] and [400 - 499] levels for instance.
