I have 3 tiles on a carcassone strategic game who i cant put them anywhere.what can i do?thx

It does not appear that BGA has implemented the rule for such a situation.
If you are truly unable to play, you are stalled from progressing. Your only option will be to either abandon, concede or quit the game.
Tell your opponent(s) and you may get to abandon it.
