Hunting grounds fix

Game updated to fix a rules violation (bug report 20348): it is no more possible to place workers on hunting grounds if you're already having a worker here. As a side effect, I had to implement a "Don't place remaining workers" as this fix made it possible to be unable to place some workers.

Thank you! It always irritated me that this site (and other on-line implementations that I have seen) didn't implement this rule as written.

Uh, unfortunately a minor bug crept in with this...

Page 4 of the original English rules states that you cannot pass if you have people left and valid places to put them. While I can't see a strategically wise reason to ever not place workers (if for no other reason than to block the area), the game currently allows passing as the first move.
