Unable to play Panda Objective cards

I can't figure out why I can't play Panda Objective cards. Would someone enlighten me, please?

To meet a panda objective you have to have collected the corresponding color (by sending the panda to eat the bamboo), not simply have them exist on the board (that is gardener objective). I can't see your board in this picture, but I'm guessing you haven't collected 2 green bamboo shoots.
