Board Game Arena

As a newbie here (my first day) I am puzzled by one thing. The help section describes an ELO system of rating, 4 digit, with a beginning rating of 1500. But all the players in Quarto are far below this, the top player having a rating of under 800. Can anyone enlighten me, please?
