FINAL POSITIONS decision in tournaments?

How final places are chosen if players collected same number of points?
Or is it random? Elo doesn't play a role i believe cause I saw different situations

In Swiss 1st tiebreak is total of opponent's points and second is average Elo of opponent's.
In round robin it is point diff in the games.

If these are tied I'm not sure what is the next tiebreaker.

It seems that if tied player were tied in their games as well it becomes random, otherwise winner gets +1 to points difference;]
