Tournament will finish when it will not be possible to find opponent to players. In swiss system, you cannot play twice against a player...

Update: thanks, Curling, swiss tournament with 6 participants finished after 5 matches. Despite showing all the time much more matches yet to play - seems the count is calculated from max, not actual registered.
