In the current formats, you do not meet the same player two times in the "swiss" system. I think also the Monrad system should be added. You all the time meet the player with the closest position to you. This means two players can meet more than one time. I see no problem with this. The only limitation should be that you can not meet the same player two times in a row.
Adding this system also would make it easier for a good player to "come back", let say the tournament features 7 rounds... so I suggest a new version of the Swiss system... more towards Monrad.
