Correct. If you read the rules, it says:
The first player is the one with the lowest ship total (resolve any ties by rolling other dice). Starting with the first player and going clockwise<..>
So yes, if you get a tie - it is random, however getting those ties is a low probability on its own. A bit busy to calculate the odds now, but I wouldn't be surprised if it was in single digits percentage wise.
Edit: Yup - 4332/46656 possibilities, so about 9.3 %
