Panishment for exit.
If someone has 100 or below he can exit without panishmet.
It often ruins good game. I habve 400. 2 players 300, and last one 100. During game this person with 100 plays badly. He exit.
Me lost many times. No get poins. He doesn't have panishment.
It should be exception with rules that person below 100 cant loose points.

Punishement is on his karma. He will lost 10 karma, or 20 if he already left recently.

The elo punishement is for not let a top player start a game, see he is loosing, so leaving for not loosing any elo.
I don't like your idea finally cause the elo for low players give the amount of experience of the game they have. And putting some players who have many game below 100 elo (so don't give them access to some specific game (secret moon or saboteur come in mind) seem just bad for a random disconnection.

I'll add that rules for exiting and for being kicked off after running out of time (which is often due to a loss of internet connexion or other similar issues, which can't make the player that blameable) are the same.
The situation as it is is fair enough.
