How to attract Nobles

We were playing a game and although a player had satisfied the gem requirement for a noble we couldn't see where the button was to claim that noble? It didn't seem to happen automatically. Is there a click or button to get a Noble? Thanks.

Apologies - my mistake. It's having that number of DISCOUNTS not gems in hand..

You must click on a Noble to claim it.

A noble you can pick has a green glow around it.

Yes, you need 3/4 CARDS, not coins, of each color listed. It will come automatically at the end of turn, unless, you can claim 2, in which case you must click on 1 and if no one is challenging you for them, the second noble will go automatically to you at the end of your next turn.
