Perform Create Federation action option

For some reason - the game always allows me to make a new federation even when the action isn’t possible. Other actions are greyed out if I don’t have the resources to perform them but for some reason the form federation action never is. Am I missing something here? I feel I know the form federation rules well - does it mean there is a possible federation on the board I can’t see?

No, it's just that the algorithm to detect whether a federation is valid is too intensive for many devices. Rather than perform a partial validation which would probably end up even more misleading, the button is left always available.
