Hi, can anyone tell me what the green icon in this image means? I'm not sure if it's just in German Railroads or all versions.

Yes, it means you need your locomotive(s) on that line to reach that space in order to get the bonus printed below.

(I don't remember seeing this icon in green before, maybe the colour is different with the expansion. But it has the same meaning regardless.)

The black engine silhouette indicates you need to have your engine strength on this line at least this size. The green engine silhouette indicates you are the green player and your current engine strength is at least this size. In fact, every track spot will have the engine of your color extended out to the strength of your trains on that line.
