a. build a completely city edged group around the starter tile.
b. eliminate all the the road/field tiles to a point.
c. create a completely grass surrounded group.
d. eliminate all the remaining city tiles.
I'll try it out to see how many are possible.
But there's still some more optimization needed. Let me know if you need another hint
