big man stuck in a tile with dragon simbol

Is it correct that i could place my big man in a tile with dragon simbol (not volcano), but it is not considered owner of the city and when I closed that city, the big man left there stuck! is it correct?

Your tile is a city tile with a cloister on it. You placed your big meeple onto the cloister (and not in the city) and you will get your meeple back as soon as you placed the 8th tile surrounding it.
