Help! Can't select any of the Tier 1 or 2 abilities.

Hello perhaps I am not understanding the UI, but I cannot select any of the Tier 1 or Tier 2 abilities even though I satisfy the conditions.
Am I missing something?

If it says "Tier 1" or 2 - that means it is currently covered and an event will happen that will uncover it and make it available.

We played this once months ago and at the time we were research focused and probably unlocked everything.
This time we were map focused and couldn't figure out why we couldn't do anything! :lol:
