Temporary workers scoring

Is it intended behavior that if there is a tie for the most number of temps, the third player gets 4 VPs?

In 3 player game if players have 3,3,1 temps they get 7,7,4 points respectively. But if they had 3,2,1 temps they'd get 7,4,1 point respectively.
