3 Structures of any Type Goal Typo?

“All basins where you have built at least 3 structures of any type. The maximum is 5 (3 structures in 5 basins, the two basins at the bottom of the plains don’t count cause you can only build a power station there.”

Pretty sure the maximum is 6:

Base = B, Elevation = E, Powerhouse = P, Conduit = C

Then you could technically set them up in the 6 basins as:
BEE
BEE
BEP
BCP
BCP
CCP

Probably very hard to do, but technically possible. Or am I missing something?
