New player - not sure if this a bug?

I don't understand why I didn't score when the big city was completed as I had a meeple on it. Is this a bug I have I misunderstood the rules?

You had only 1 meeple in the city, whereas your opponent had 3. The one with most meeples gets the points. When equal, you share the points.
